The following rules and instructions are compiled from various circulars heretofore issued governing the freight traffic of these companies, revised and added to where necessary, and in addition they contain instructions on a number of subjects not before covered. On and after the date hereof these instructions will supersede all conflicting instructions on the subjects treated. Employes in charge of or handling the freight traffic of these companies are required to carefully study these rules, and will be held responsible for compliance therewith. In cases where for any reason it is impracticable to comply with these instructions, the matter must be reported to the proper official in charge of the traffic, and agents will be guided by the instructions received from him. In all other cases these rules must be strictly adhered to.
By placing the Freight Department rules before employes in this concise form it is expected that considerable correspondence on the subjects mentioned will be obviated, and agents will be able to give information to the public promptly. Agents and others are reminded that the prosperity of these companies depends in a large measure upon the treatment accorded patrons. Politeness and promptness are very essential in dealing with shippers, and will be insisted upon.

| Change in rules or instructions. | 1. Instructions from proper authority which may modify or change any of the rules contained in this book must be carefully filed and proper notation made on each page affected, referring to the authority for the correction. |
| Business of the Freight Department. | 2. The business of the Freight Department is to secure freight traffic and to prescribe rates, rules and regulations which shall govern receipt and delivery thereof. |
| Promotion of Company's interests. | 3. All agents will be expected to promote the Company's interests in their respective territories, and promptly notify Division or General Freight Agent of actual or prospective business, in case agent cannot secure, that it may be looked after. IT IS IMPORTANT THAT THIS RULE BE CAREFULLY COMPLIED WITH. |
| Soliciting competitive business. | 4. It is important that agents secure competitive freight via the junction which will give this Company the greatest revenue, and use every effort to secure freight shipped from their stations, and also to their stations, obtaining routing orders, when possible, on the letter head of the consignees, requesting shipments routed care Chicago, Rock Island & Pacific or Chicago, Rock Island & Texas Railway, etc. Such routing orders are more effective in securing business than when on Form 499. |
| Answering D. H. telegrams. | 5. Western Union telegrams received over free (dead head) franks entitle the recipient to a free answer. Agents will therefore be particular to make notation on their messages "D. H. Answer to D. H." in replying to such telegrams, so that the answer will be charged to the frank over which the original message was transmitted, instead of to this Company. |
| Furnishing information to the public. | 6. Agents must give all proper information to the public; but agents must not allow their books or papers to be examined except by duly authorized employes of the Company, and must carefully preserve correspondence, tariffs, special instructions, etc., where they will not become defaced. Circulars and special instructions are not intended for public inspection, and must be kept private, except such as may be necessary for the guidance or instruction of the employes at the station. |
| Inspection of Interstate tariffs. Cancellation of circulars, tariffs, etc. | Agents must allow, when demand is made in office hours, inspection of all interstate tariffs, rules, etc., as required by law. When circulars, tariffs, etc., become void note the date of expiration across the face. |
| Routing, maintain neutrality therein. | 7. Agents must give information as to the different routes with which this railroad connects when requested to do so, but must not influence shippers in favor of any particular route, except that preference should be given to that route which will give the Company greatest revenue, and which at the same time will serve the patron equally well. Otherwise the agent's duty is to maintain strict neutrality. |
| Shipper refusing to comply with the rules. | 8. Freight must only be received for transportation under the terms and conditions specified in the classifications, tariffs and general rules of the Company. If shippers refuse to comply with the Company's rules, the agent must decline to receive their freight, and must notify the Divison Freight Agent or the General Freight Agent. |
| Examine freight and see if properly described. | 9. Agents are required to examine shipments made to or from their stations, and ascertain if the contents are as represented. When they have reasons to think that the contents of packages are not properly described or way-billed, they must satisfy themselves by personal inspection, opening packages, if necessary, in the presence of witnesses, and if found to be falsely represented, make corrections accordingly. Bonded freight must be inspected only by custom house officers. (See rules for bonded goods Nos. 130 to 140, inclusive.) |
| Regular way-bills to accompany cars. | 10. When possible regular way-bills must accompany shipments. When way-bills are forwarded by passenger train they must be sent by regular registered package. |
| Way-bills for freight to be stopped in transit. | 11. Agents making way-bills for cars that are to be stopped in transit to partly unload or finish loading, or for cars loaded with corn to be shelled, or grain to be cleaned, will inclose them in envelopes (Form 740) to point at which car is to be stopped. In such cases inclose but one way-bill in each envelope. (For additional rules as to stopping in transit, see "Special Ruling and Milling in Transit" Circulars.) |
| Property not provided for in classifications or tariffs. | 12. When property that is not provided for in tariffs or classifications is offered for shipment, agent must immediately notify Division Freight Agent or General Freight Agent. |
| "Part lot" at "Car Load Rate" shipments. | 13. Shipments must not be billed as part-load except as provided for in classifications and tariffs. When it is provided for, reference must be given to the way-bill and car covering the part-load, on the original way-bill by the following notation : "INCLUDES WEIGHT AND CHARGES FOR PART-LOT IN CAR.............. WAY-BILL...............," and the part-lot way-bill must bear the notation : "WEIGHT AND CHARGES INCLUDED ON WAY-BILL...............CAR..............." |
| Time not to be guaranteed. | 14. The Company will neither undertake nor agree to carry freight by any particular train, nor in time for any particular market, but will forward freight with as reasonable dispatch as the general business of the Company will permit. Agents must not furnish receipts to shippers containing a guarantee to deliver freight or goods at any particular time. |
| Articles not to be taken. | 15. Gold or silver coin, manufactured articles of gold or silver, jewels, watches, drafts, bank bills, notes, deeds, mail matter, or valuable papers of any kind, must not be received for transportation, and no agent, conductor or other employe is authorized to take charge of such property. |
